A well-intentioned scientist named Jake Terrell and his beautiful wife, Maggie, have been doing experiments with dolphins to train them to communicate with humans. The dolphins are taught to speak English with a dolphin dialect. When Harold DeMilo, head of Terrell's research foundation, and his goons get word of the advancements, they steal two of the dolphins, Alpha ("Fa") and Beta ("Bea"). After investigating the theft, an undercover government agent named Curtis Mahoney soon discovers that the culprits have some not so well-intentioned plans for the mammals. These plans include the possible assassination of the President of the United States.
