Vincent Swan is a veteran detective who has become obsessed with finding a serial killer. When the killer moves his crime spree to L.A., Swan follows, even though the police force there doesn't have much respect for the way he conducts his investigations. The killer eventually begins to taunt Swan with each murder and plays a game of cat and mouse with him. Swan does his best to use the killer's tips and clues as a means to put his actions to an end. He is desperate to solve this mystery, which has now become somewhat of a personal vendetta.
