The Doctor and his companion Mel continue their exploration of the sprawling, rundown high-rise complex known as Paradise Towers. They encounter two warring factions: the Kangs, a group of teenage girls who skate around on futuristic hoverboards and wear brightly-colored outfits, and the cannibalistic Rezzies, who prey on the unsuspecting residents of the Towers. The Doctor tries to broker a peace between these two groups, while Mel is captured by the Rezzies and nearly becomes their next meal.
Meanwhile, the increasingly bizarre and surreal nature of Paradise Towers becomes even more evident as the Doctor and Mel encounter a series of odd characters. There's the elderly architect Kroagnon, who is obsessed with order and conformity, and his robotic assistant Pex, who desperately wants to be a hero but lacks the courage to do so. The Doctor also meets a mysterious, glamorous woman named "The Great Architect", who seems to know more about the Towers than anyone else.
The Doctor eventually discovers that the real cause of the chaos in Paradise Towers is a malfunctioning computer system known as the "Great Architect", which has gone rogue and is now bent on destroying the Towers and everyone inside. With Mel's help, the Doctor is able to reprogram the system and restore order to Paradise Towers. As the Doctor and Mel depart, the residents of the Towers begin to rebuild their community and move towards a brighter future.
