Set in the backdrop of Port Amanzi, South Africa. A marine biologist uncovers a sinister evil in the waters; his urgent message is received by Steven McKray (Casper Van Dien), a fellow biologist, but the message is unclear and muddled. McKray urgently travels to the small fishing village to investigate a series of violent shark attacks, only to find that the sharks are not the only problem there. The town's fishermen are up in arms about the shark attacks causing business to slow to a crawl as the tension nears a boiling point.
Dr. Miles Craven (Bentley Mitchum) was working hard to find a connection between shark cells and curing cancer; which he explained to Steven (Van Dien) during a visit. In one of the autopsies on a deceased shark, the Dr. uncovers devices planted in the water that expand the shark's livers, from which he could acquire more cells for his research. He reassures the town that his experiments and the attacks are completely unrelated. But unbeknownst to Miles, his experiment has an aftereffect of turning the sharks into raging out of control killers!
In an effort to get to the bottom line, Steven suspects that Lawrence Rhodes (Ernie Hudson) might be involved somehow and breaks into his office. Shockingly; he discovers that Port Amanzi was built on a land development that has incredible oil deposits. He realizes that the sharks were being drugged, causing them to have an incredible appetites - thus eating the villagers. Was Rhodes using Miles' shark drugs to do this? Will the evil plot to get the rich oil from the ground succeed - or will the shark attacks claim yet another victim? The build up is high pressure; the scenes will pull you in as the drama unfolds.
