Following the funeral of his former boss, Senior Superintendent Albert Kwong, Hong Kong Police Commissioner Sean Lau receives a call from one of the men involved in the theft of an EU van. They have kidnapped Lau's wife, and demand their leader Joe Lee be released from prison. Lau sets up Joe's transfer, but Joe's men launch a surprise raid and set him free on their own. With the press, politicians, and a board of inquiry all demanding answers, Lau must work outside the law to capture Joe Lee. But the more he investigates, the more he realizes that powerful business interests are aiding Joe Lee in his criminal activities, which puts a target on Lau's back.
