Two rival mafia gangs are constantly at war with one another. They terrorize the community by forcing them to pay fees for protection from the other gang. A young rogue named Pandu has been employed by both mafias stating that he will work for whoever pays him. He falls in love with a young woman whom plenty of other men desire to have as their own. Pandu tries to win her over while caught in the middle of a bloodlust battle between the two gangs and the police who are attempting to bring the mafia down and free the people of the city from their murderous ways.
