Frank Hooks is a Chicago police narcotics detective who kills a drug dealer while trying to bust a multi-million dollar cocaine deal. When the money from the case turns up missing Frank is the prime suspect and is suspended pending an Internal Affairs investigation. Now Frank turns vigilante in an effort to clear his name and bring the real criminals to justice.
