The film starts amid a shootout against Chinese gangs at a seaside warehouse. Rogue is about to ambush and kill Crawford when Lone shows up and shoots the assassin in the face. Rogue falls into the water. The agency conducts retrieval operation to find Rogue's body, but was never successful. He is presumed to be a corpse, though. Rogue, however, miraculously survives. Rogue seeks revenge against Lone and ends up killing him and his family before burning their house to ashes. Following the massacre three years later, Rogue is found working for a Chinese crime lord named Li Chang. Rogue assists Chang's henchmen against their rivals and Rogue's past employer, Shino Yanagawa. Rogue first targets a club operation by the Yakuza. He kills one of the security guards and the runners in order to retrieve two antique gold horses, which is an heirloom of Chang's bloodline. Secretly, however, Rogue is plotting to push the Yakuza and Triads to fight each other in an all-out war that could potentially wipe out both groups. Crawford, since the death of his partner, is now the head representative of the FBI Crime Task Force in Asia. Learning that Rogue is still alive, Crawford immediately acts to pursue and apprehend the assassin down and avenge his fallen comrade.
