The 22nd episode of the first season of 24, titled "9:00 P.M.-10:00 P.M.", follows Jack Bauer and his CTU team as they race against time to prevent more terrorist attacks in Los Angeles while dealing with personal and political conflicts.

The episode opens with Jack trying to convince his boss, Director George Mason, to let him go to the Warner household to find the source of the cordless phone signal that could lead them to the primary suspect, Ira Gaines. Mason, who is suffering from radiation sickness due to his heroic but reckless act of intercepting a nuclear bomb, initially refuses but eventually relents after Jack threatens to expose his culpability in cutting off CTU's funding. Mason tells Jack to take precautions and not to let his personal feelings cloud his judgment.

As Jack drives to the house, he calls Teri to warn her that Gaines might try to go after their daughter Kim, who is being held hostage at the abandoned warehouse. Teri tells Jack that she has found an ally in Nina, who has revealed that she was involved with Gaines and might know about his plan. Jack warns Teri not to trust Nina too much and to stay put until he contacts her again.

Meanwhile, Gaines and his remaining henchmen are preparing to leave the warehouse with Kim, who is frightened and confused but also tries to talk to her kidnapper about his motives and his own family. Gaines tries to brush off Kim's questions and orders her to keep quiet, but she senses a hint of remorse in his voice.

Back at CTU, Tony and Jamey are trying to decrypt a file that could reveal the identities of Gaines's associates and the next target. However, their progress is hindered by Mike Novick, a presidential aide who demands to know why Jack and some of his colleagues have defied orders and gone rogue. Tony tells Mike that they are trying to save lives and that Mike's agenda might not align with theirs. Mike warns Tony that he will have to report to the President and that the consequences could be severe.

At the Warner house, Jack sneaks into the backyard and signals Nina to let him in. Nina tells Jack that Gaines has left but that she has found a clue that might lead them to him. She shows Jack a note that Gaines wrote to one of his men, telling him to meet at a nearby church at 10:00 P.M. Jack realizes that this meeting could be the next target and that Gaines might be trying to rally more support for his cause. He thanks Nina and tells her to stay put as he leaves to report his discovery to CTU.

Suddenly, Jack hears a gunshot and rushes back to the house, where he finds Nina bleeding from a wound in her neck. He tries to save her but she dies in his arms. Jack is devastated but also suspicious of her death, as it seems too convenient and too sudden. He realizes that Nina might have been a double agent, playing both sides for her own gain.

Back at the warehouse, Gaines and his men arrive at the church and meet with a group of Middle Eastern men, who are apparently the donors and coordinators of Gaines's operation. Gaines demands more money and weapons in exchange for the bomb trigger, which he claims to have obtained from a mole in a government agency. The men refuse to negotiate and tell Gaines that he should stick to the original plan and destroy Los Angeles. Gaines, angry and desperate, pulls out his gun and prepares to shoot the men, but is shot dead by Jack, who has followed him to the church.

The episode ends with Jack reporting to Tony and Mason about Gaines's death and the new target at the church, but also revealing his suspicion about Nina's loyalty. Mason congratulates Jack for his success and promises to have Nina's background checked, but also warns Jack that he has endangered the mission by acting on his own. Tony tells Jack that Kim and Teri are safe for now and that they should regroup and prepare for the next crisis. Jack, emotionally drained and morally conflicted, tells Tony that he needs some time alone and leaves the office, knowing that he has lost someone whom he liked and yet distrusted.
