On the distant future, the Doctor, now traveling alone, lands on a giant spaceship called Starship UK. The ship appears to be a colony transporting four hundred years worth of human population from the doomed Earth, and it is being kept running by a whale that is strapped to the bottom of the ship. The Doctor soon discovers a darker side to the spaceship society when he witnesses everyone turning a blind eye to their government's inhumane treatment of a creature that is necessary to keep the ship running.
