As a massive diplomatic campaign to unify foreign countries begins to take shape, Souma and his court realize that they do not have the necessary vessels to conduct such an ambitious plan. As a result, the kingdom needs to create new boats, and eventually, become more capable with waterborne transportation. Lassic then notices the problem of conducting such shipbuilding in a remote desert kingdom as Elfrieden is, but Souma and his court decides to take the challenge upon themselves. They began to conduct a policy of seeking out talented artisans and shipbuilders who would help them construct their ship fleet.
Around the same time, Souma and his advisers become more aware of the frustration among the people of the kingdom, and they begin to realize that many are unsatisfied with their position in society, and would like to participate in the effort to rebuild the kingdom.
