Meanwhile, the town's police force, headed by Officer Barbrady, sets out to crack down on the illegal operations. They investigate both Cartman and Butters' businesses, but due to a lack of evidence, they aren't able to make any arrests.
As the story unravels, the episode takes a hilarious turn with the ironic lessons learned along the way. Throughout the episode, the characters struggle to define the ethical boundaries of Butters’ business while Butters runs his empire with shocking professionalism.
