Elsewhere, Bill is struggling to maintain control of his position in the police department. As the corruption within the department becomes more apparent, Bill's superiors begin to pressure him to turn a blind eye to their misdeeds. Bill is torn between his duty to uphold the law and his loyalty to his fellow officers.

The episode also introduces a new character, Nellie Davenport, a newspaper reporter who is investigating the corruption within the police department. Nellie is a strong-willed and independent woman who is determined to uncover the truth, no matter the cost.
