In the midst of World War II, British intelligence receives a tip-off about a Spanish businessman named Luis Denard (Charles Boyer) who is said to be sympathetic to their cause. They send undercover agent Denny O'Mara (John Warburton) to investigate, but when O'Mara is murdered, they turn to another agent, Charles alias Denard, to continue the mission.
Denard arrives in London disguised as a refugee from Franco's Spain and immediately gets to work, pretending to be interested in buying British coal for his supposed steel mills in Spain.
