FM revolves around a radio station in LA, QSKY, which is seeing an upturn in listeners because of the team of DJs put together by station boss, Jeff Dugan. As the success of the station grows, the number of advertisers offering to buy airtime also does, which begins to cause a conflict between Dugan, his DJs and the management team running the station.

Dugan sides with the DJs and listeners in thinking the number and type of advertisements being played is getting out of hand. Both sides lose control of the issue when Dugan is told to play a commercial for US Military recruitment; Dugan finds the ads cheesy and refuses to play them. Eventually, Dugan quits his job as he is ordered to play all the ads contracted to QSKY. In response the DJs stage a sit in protest and refuse to play any advertisements. Dugan returns to the station building and is faced with a dilemma as he must choose whether to fight for his rights or respect his beliefs that violence is not an answer to everyday problems.
