"Spies" (1928) is a German silent movie directed by Fritz Lang. In it, a criminal mastermind maintains a spy network that defeats the best efforts of the police and the government to bring it and him down. The government dispatches an agent who poses as a bum, which doesn't fool the mastermind. He instead orders a female operative to entrap the agent, while he goes after a Japanese peace treaty. The female spy, however, falls in love with the government agent, which complicates things for the crime lord.
