Twenty years after the Cuban Missile Crisis the Cold War is waning and both nations are in a state of detente. Rogue KGB agent Nicolai Dalchimsky is unhappy at this state of affairs. He finds a long dormant secret project in which brainwashed sleeper agents where placed across America and uses these as unwitting pawns in an effort to rekindle hostilities. The intelligence community is baffled by the sudden spate of bombings.

Now fellow KGB agent Grigori Borzov and the beautiful American double agent Barbara must try to stop Dalchimsky without alerting the Americans lest it cause a global conflict.
