The plot concerns Martin Kurtz, an Israeli spy who aims to kill Khalil, a Palestinian terrorist. Through his manipulations, he has been bombing various Jewish targets all over Europe, most particularly in Germany. Martin Kurtz recruits Charlie, an English actress and radical left-wing advocate. They create an elaborate strategy in order to discover where Khalil is located. Charlie also has a case officer named Joseph who assists the efforts. Salim is kidnapped by the regime, brutally interrogated and then murdered by Kurtz's men. Joseph is then enlisted in order to impersonate Salim while traveling through Europe along with Charlie. The goal is to create the illusion that Salim and Charlie are actually lovers. The hope is that when Khalil finds this out, the Israelis could find him when he attempts to contact Charlie. Khalil contacts Charlie through some intermediaries. She travels to Palestine at a refugee camp in Lebanon in order to train as a bomber. There she becomes much more pasionate about the Palestinian cause. Her new double life brings her close to a complete collapse. Charlie goes on a mission so that she can pretend to put a bomb in a lecture hall. The lecturer is a moderate Israeli making proposals of peace, which Khalil does not like. She carries out the mission under Israeli supervision. Khalil is murdered and Charlie's mission ends. She then has a complete mental breakdown that is caused by the stress of the mission because it conflicts with her contradictory viewpoint. Joseph comes to her rescue as they attempt to start a new life.
