Samir Horn is skilled in explosive devices and more, and he is an American Muslim that takes it seriously. For some reason, the FBI continues to get tips that Horn is around terrorists bombings. A top agent by the name of Roy Clayton puts a task force together in search of Horn. Samir Horn starts out bad, because he is arrested for selling explosives; this already puts him on the guilty list.

A terrorist group manages to help Horn escape with them. On the manhunt for Samir Horn, Roy Clayton ends up linking Horn to many, many explosions and even failed operations. Evidence points at Horn for all of the bombings that have been going on.

Now, Clayton must form an alliance with others and arrest Horn before something else is blown up and more people die. Clayton is willing to put his own life on the line to save everyone.
