In the season 3 premiere of Black Lightning, titled "The Book Of Occupation: Chapter One: Birth Of Blackbird," we find Freeland under occupation by the ASA. Additionally, we see the return of Tobias Whale, the show's primary villain. He has been released from prison and is now working with the ASA to hunt down and capture metahumans. His return serves as a major threat to the safety and freedom of the metahuman community.
