James "Whitey" Bulger, reigned as one of Boston's most notorious gangsters for more than 20 years. His Winter Hill gang had an unusual relationship with the FBI, and were given protection for ratting out others. The FBI's so-called "Deal with the Devil" came to an end in 1995, when the shadowy affiliation was fully exposed, leading to the conviction of an FBI agent. But he still remains a free man due to his elusiveness.
