Michael Kittredge is not only a terrorist. He's a terrorist who can act. He infiltrates an environmentalist group, acting as a protester along with his group of mercenaries. These killing machines have years and years of training under their belts, and their main objective is to gain complete control of an oil rig that lies right off of California. The next move of their plan, after attaining the rig, is to set off a bomb over the US. This act pays homage to the Pearl Harbor attacks, being carried out in the name of all of the US' foes. Kittredge's plans might not go just as smoothly as he originally planned. He is met with an unexpected forcefield that will foil his mission--Lamont Dixon, a tugboat captain who intends to beat the malicious group to the oil rig to learn information about them or, if possible, stop the mission entirely. Dixon is met with a computer genius who helps him, despite their personalities not necessarily meshing. Lamont begins to think that Dixon might not be good help after all.
