Jordan O'Neil (Demi Moore) is a Lt., and topographical analyst in the Navy. Senator DeHaven (Anne Bancroft) of Texas sets up a test recruit for Navy SEAL training, which Lt. O'Neil is the candidate. DeHaven thinks she will get more votes letting a woman try out, thinking that no woman would make it through the training. The men are not happy there is woman going through SEAL training them, and they make it a point of telling her. Lt. O'Neil tells the Navy not to treat any different than the men. She gets what she wants. She passes HELL week. During S.E.R.E., Master Chief John James Urgayle (Viggo Mortensen) treats her like any man and the men feel uncomfortable about her treatment. He shows the men that it can be a lot worse for a woman, but O'Neil fights back. She gives as good as she takes, and this is when the men finally accept her. She is determined to make it through, until politics take over, Senator DeHaven sales Lt. O'Neil down the road, by insinuating to the press things that are not true about O'Neil. Finally, because of DeHaven backstabbing her, O'Neil has to leave SEAL training program after passing HELL week and S.E.R.E training. O'Neil is angry and finds out what the senator is doing and has done. O'Neil confronts DeHaven about smearing her reputation all over the media. O'Neil threatens her that she will go to the media and tell them everything. DeHaven did not believe her and thought she was playing games, until O'Neil walks out the door towards the news team. DeHaven, scared, gives in, and gets O'Neil back into the SEAL training where she left off.
