In the small town of Hemlock Grove, Pennsylvania, a young girl named Brooke Bluebell is found brutally murdered in the woods. The police are stumped for leads and suspects, but rumors begin to circulate among the townspeople that it may have been the work of a supernatural creature. Among the suspects is Peter Rumancek, a teenage Romani boy who has just moved to town with his mother and is rumored to be a werewolf.

Meanwhile, wealthy heir Roman Godfrey becomes curious about Peter and seeks him out at the local carnival.
