Island of Fire is a Hong Kong martial arts action film starring Tony Leung. Tony Leung plays a policeman who tries to infiltrate a corrupt prison system, only to be swallowed by it. The film takes place in the Hong Kong criminal underworld. Mafia heads rely on the labour of convicts and prison systems systematically torture prisoners who have betrayed the criminal gangs. One day, a police officer starts to make connections between the systems he sees on the street when he is arresting criminals and solving crimes and what he sees happening from prison, when prisoners are released and join criminal gangs.

He enters the prison as a common prisoner and has one particular case in mind. He has been working on a murder for several months. The fingerprints found on the gun match the fingerprints of a criminal who was arrested and imprisoned. However, this criminal was executed by the state three months before the crime took place. The police man wants to understand the corruption in the criminal justice system - and among police officers - that allowed this to happen.

When in prison, he is beaten up by the wardens and brutalized. He attempts to make friends with some of the other inmates. One accidentally killed a gambler when trying to acquire money to give his partner a life-saving medical procedure. Another killed someone because his brother was murdered. A third inmate escapes so he can visit his son, but is always recaptured.

The police man is disgusted with the injustice of the prison system. He notices one guard is particularly brutal and, in a prolonged fight, murders him. After this, the prison system puts the police man on death row. He waits to be executed by firing squad, feeling as though he had failed in his mission. However, in the end, he learns that prisoners like him become hired assassins and are actually released into the world and then employed.
