This movie is about the story of a man named Song Woo-suk, who is a legal attorney that has become an outcast in Busan due to him only having a high school diploma. He decides to take on many cases that his colleagues refuse to do, so he can practice with handling with the tax law and real estate. However, Woo-suk finds himself getting involved with a small team of young student activists who have been held against their will by the police that have falsely accused them of being communists during a civil liberties case. He later finds out that one of these students is Park Jin-woo, who is the son of Choi-Soon-ae. who he owes his entire life to. Woo-suk decides to take matters into his own hands when he sees that Jin-woo has been kidnapped and tormented by the interrogators.
