The CIA agents were responsible for the deaths of the civilians in the area, and they were attempting to frame the Marines for the incident.

Rabb and MacKenzie must navigate the legal system of the military to clear the name of the Marines and expose the truth about the mission. They face opposition from the CIA and from higher-ups in the military who want to keep the incident under wraps. Rabb and MacKenzie must use all of their legal expertise and military know-how to overcome these obstacles and bring justice to the Marines and the innocent people who were killed in the crossfire.

The episode is a compelling mix of legal drama and military action. It highlights the challenges faced by soldiers who are serving in conflict zones and the difficult decisions that they must make in order to complete their missions.
