A man named Bill Turbit is walking his dog when he is hit by a car, which immediately flees the scene. Detectives Benson and Stabler are assigned to the case, and soon discover that Bill was actually murdered before he was hit by the car. The detectives have a difficult time finding anyone who had a motive to kill Bill, until they learn that he was involved in a construction project that was causing damage to a neighboring building. The detectives suspect that the victim's involvement in the construction project may have led to his murder.

As the investigation moves forward, a construction worker named Jim Landis becomes the primary suspect. Jim has a long history of violence and anger issues, and the detectives believe that he may have killed Bill after a confrontation over the construction project. However, when they question him, Jim denies any involvement in the murder and claims that he was working at the time of the crime.

Meanwhile, Benson is called to the hospital to investigate a possible case of sexual assault. A young woman named Stacy Vidal has been brought in after suffering injuries consistent with a sexual assault. Stacy claims that she was raped by a man named Tyler Jensen, who she met through an online dating app. Benson and Stabler begin investigating Tyler, and soon find evidence that he may have been involved in several other sexual assaults.

As the two investigations continue, Benson becomes increasingly focused on the case of Stacy Vidal. She is determined to bring Tyler Jensen to justice, and begins working closely with him to try and find any evidence that will prove his wrongdoing. Benson is also dealing with personal issues during this episode, as she begins the process of adopting a child.

As the case of Bill Turbit's murder comes to a close, the detectives are shocked to discover that the real killer was someone they never suspected. The investigation takes a surprising turn that leads the detectives on a twisted path, and they must use all of their skills and expertise to bring the killer to justice.
