Frank Castle, also known as The Punisher, is on the hunt for the people responsible for the murder of his family. Meanwhile, the corrupt businessman Wilson Fisk, also known as Kingpin, is pulling strings from behind bars to regain control of his criminal empire.

In the midst of all this, Kingpin is working behind the scenes to manipulate the situation to his advantage. He has a confrontation with Punisher's former military superior, who is also seeking revenge against the criminals, and offers to help him in exchange for a favor.
