The episode begins with Akane and Mika trying to get to the bottom of the disappearance of Inspector Shimotsuki's friend, Koichi Kuwashima. They find out that he was in a relationship with a woman named Ayaka who is a counselor for the Ministry of Health, Labor, and Welfare. They go to Ayaka's office to talk to her, and while they are waiting outside, they overhear a conversation between Ayaka and someone over the phone. Ayaka tells the person that she can't keep covering for them and that they should turn themselves in.
Akane and Mika confront Ayaka and she tells them that Koichi was suffering from depression after he failed the civil service exam. She says that he was seeing her for counseling and that she recommended him to a support group. She also tells them that she received a threatening letter from the support group and that she thinks they are responsible for Koichi's disappearance.
Meanwhile, the support group is preparing to take action against the Ministry of Health, Labor, and Welfare. They plan to release a statement accusing the Ministry of interfering with their counseling sessions and demanding that they be allowed to meet in private. They also plan to kidnap Ayaka in order to use her as leverage.
At the same time, Kamui is planning his next move. He has kidnapped Togane and is using him as a test subject for his experiments. Togane is hooked up to a machine that measures his Psycho-Pass, and Kamui is manipulating his emotions to try and make him unstable. Togane manages to resist Kamui's influence, but Kamui is still pleased with the results.
Back at the Ministry of Health, Labor, and Welfare, Ayaka is taken captive by the support group. They hold her in their secret meeting place and demand that the Ministry release a statement supporting the support group's demands. They also demand that Ayaka be released immediately.
Akane and Mika track down the support group's location and arrive just as the Ministry is releasing the statement. They confront the group and a battle breaks out. Akane manages to rescue Ayaka, but the support group escapes.
The episode ends with Kamui releasing Togane and telling him that he has a job for him. Togane vows to serve Kamui faithfully, but it is clear that he has his own agenda.
Overall, "Those Who Cast Stones" is a tense and action-packed episode that sets up some major developments for the rest of the season. The conflict between the support group and the Ministry of Health, Labor, and Welfare is a fascinating exploration of the limits of government control and the power of grassroots movements.
