They conclude that the children are not considered "human" by the Sybil System, the governing AI, and cannot be judged by the Dominator. As the investigation continues, they eventually find a clue that leads them to a girl who is one of the missing children. She tells them that she and the other children were living in an abandoned factory, where they had been taken care of by a woman who promised to find them a new family. However, the woman soon disappeared, leaving them to fend for themselves.

Tsunemori and her team, along with the girl, are ambushed by a group of thugs who seem to have a connection to the Kamui organization. During the fight, they discover that the children are being used as a commodity, being sold to the highest bidder. The children are being treated as objects, and the criminals have been using them for various purposes, including entertainment, illegal activities, and even as body parts donors.

The episode ends with Tsunemori and her team successfully rescuing the girl and the other children from the criminals' clutches. Tsunemori is left shaken by the realization that the Sybil System still has many flaws, and she wonders what else the system might be oblivious to.
