Princess Villar of the Sun Fortress believes that the Alliance needs to be reorganized, and thus calls forth a Congress of Lords, seeking to achieve this objective. The main objective of the Congress is to establish a new hierarchy that will prevent conflicts between the Lords. The first thing that is required is a vote to elect a chairman for the Congress, and Villar selects Theo to be the candidate for the chairman's position.
Before the vote, Theo meets with other Lords, and Milza suggested that they should form their own independent state. Theo did not agree with Milza's idea and refused his invitation. Later, the voting began, and in a close call, Theo becomes the chairman for the Congress, much to the chagrin of Milza.
The Congress starts with the Lords arguing and bickering with one another. To prevent this, Theo suggests that the deliberations be conducted in private sessions so as to prevent any more public spats. One of the issues that is brought up is the territories that have been seized by the Lords, and the Congress sets out to redistribute them. The Lords are allowed to determine for themselves how the territories are to be distributed but are also warned that the process should be fair and just.
The most pressing issue at hand is the fact that the Demons are getting stronger and the Lords are losing the battle against them. To tackle this issue, Theo suggests that they form a pact with a nearby Lord that is in Demonic territory. The pact would consist of exchanging resources and information, and the respective Lords would be able to support each other in times of need.
Along with this issue, there are others that come up, such as the role of the Mage Association and other factions. These issues are discussed by the Congress, and in the end, agreements are made. Villar, in particular, agrees to the fact that the Mages need to play a more proactive role in the Alliance, and the Mages agree to work more closely with the Lords.
While the Congress is ongoing, Marrine is watching the proceedings, and she is becoming more agitated. She reaches the conclusion that it is time for her to make a move, and she orders her army to invade the nearby Lord's territory. In response to this, a Lord named Dortober has sent out his troops to defend his territory, but he is no match for Marrine's forces.
The end of the episode is a cliffhanger as the situation becomes quite chaotic on the battlefield. It is uncertain what the fallout of this invasion will be, and how it will affect the ongoing deliberations in the Congress.
The Congress Dances is a satisfying episode, with the Congress getting the much-needed attention it deserves. It is filled with political intrigue, and while there is little action, the episode is engaging enough to keep fans hooked. The episode highlights the political side of the show and emphasizes the importance of alliances and cooperation in the face of a common threat. Overall, it is an interesting and satisfying entry in the series.
