Jean-Luc Picard visits Vashti, a Romulan planet that he once helped with relocation efforts as part of his Starfleet duties. Now, he is back to seek the help of a friend, Zani, who was part of a group of Romulan refugees that Picard rescued during the relocation. However, upon arrival, Picard finds that the planet has fallen into chaos and Zani is nowhere to be found.

As Picard learns more about the current situation on Vashti, he discovers a group of warriors known as the Qowat Milat, who are dedicated to a philosophy of "absolute candor."
