Hartley is revealed to be the metahuman killer that Barry is pursuing. She is also known as Pied Piper, and has the ability to manipulate sound waves to create powerful explosions.
As Barry tries to apprehend Pied Piper, he discovers that she has a personal vendetta against Dr. Wells. It is revealed that Wells had fired Hartley from S.T.A.R. Labs when he discovered that she had been sabotaging the particle accelerator experiment that caused the explosion. This resulted in Hartley losing her hearing, and indirectly led to her becoming the metahuman that she is today.
The final act of the episode sees Pied Piper confronting Dr. Wells, and revealing that she has planted a bomb in S.T.A.R. Labs that will destroy the entire building. Wells is able to defuse the bomb, but not before Pied Piper escapes and is still at large.
The Sound and the Fury is an episode that explores the theme of revenge and the consequences of one's actions.
