There is a drought and Shere Kahn is guarding the waterfall, preventing any of the other animals from drinking. His condition for letting them drink is for Mowgli to give himself up. Mowgli is willing, but Baloo and Bagheera say there must be a better way. Mowgli pretends to give himself up but in fact leads Shere Kahn into a pit.
