Water Rats is an Australian police procedural television series, following the lives and work of the police officers of the Sydney Water Police. Season 4 episode 2, "A Woman of Substance," follows the detectives of the Water Police as they investigate a series of drug-related crimes that lead them to an unsuspecting suspect.

The episode opens with the discovery of a young woman's body, washed up on the shore of a popular Sydney beach. The detectives are immediately called in to investigate, and they quickly discover that the woman was a known drug user, and that her death was most likely drug-related. As they delve deeper into the case, they discover that there have been a string of similar deaths in the area, all linked to a new and powerful drug that has hit the streets.

Detective Senior Constable Rachel Goldstein, played by Catherine McClements, takes the lead on the investigation, and her sharp intuition and determination lead the team to a potential suspect - a young woman named Lauren, played by Brooke Satchwell. Lauren is a popular nightclub hostess, known for her charming personality and business savvy, but the detectives believe that she may be involved in the drug trade.

As the investigation continues, the team begins to piece together the complex network of dealers and suppliers behind the deadly new drug. But with Lauren playing hard to get, the detectives are forced to get creative in their pursuit of the truth. Detective Senior Constable Frank Holloway, played by Colin Friels, goes undercover to get close to Lauren and gather evidence against her.

As Frank becomes more involved in Lauren's life, he begins to realize that there may be more to her than meets the eye. Despite her involvement in the drug trade, Lauren is a woman of substance - intelligent, ambitious, and fiercely independent. Frank begins to question whether she is truly guilty of the crimes she is accused of, or if she is just a pawn in a larger conspiracy.

Meanwhile, Rachel continues to work tirelessly to track down the leaders of the drug ring. Her determination leads her to some dangerous situations, but she refuses to give up. As she gets closer to the truth, she realizes that the case may be bigger than she ever imagined, and that the true culprits may be some of the most powerful people in the city.

Throughout the episode, the detectives face challenges and setbacks, but they never stop fighting for justice. They work tirelessly to uncover the truth, even when the truth is difficult to bear. In the end, they will stop at nothing to bring the criminals to justice and make the streets of Sydney safer for everyone.
