The first thing that happens to Gene Watson and his daughter Lynn when they get off the train in Los Angeles's Union Station is horrifying. Lynn is kidnapped by two evil people going by the names Smith and Jones. Smith and Jones give Gene a choice: kill the California governor in under ninety minutes, or they will kill young Lynn. Smith and Jones provide Gene with a gun and point him in the direction of the speech that the governor is giving that afternoon. Jones watches Lynn in the van while Smith keeps a close eye on Gene. Smith shadows Gene around the hotel to make sure Gene isn't inside alerting the authorities.
