The Doctor and his companions, Barbara, Ian, and Vicki, arrive at the Space Museum on the planet Xeros. They soon realize that something is not right when they find themselves walking around the museum without actually moving, as if they were frozen in time.
As they explore the museum, they come across a group of rebels who are fighting against the ruling Morok Empire. The rebels, led by a man named Lobos, appear to be using the Time-Space Visualizer, a device that can show them glimpses of the future, to plan their attacks.
The Doctor and his companions are initially skeptical of the rebels' cause, but as they witness the Moroks' brutal treatment of the Xeronian population, they decide to join forces with the guerrilla fighters.
However, the Time-Space Visualizer proves to be a double-edged sword. While the rebels use it as a tool for liberation, the Doctor discovers that the Moroks are also using it to plan their conquest of the galaxy.
