The Doctor and his companions, Ben, Polly, and Jamie find themselves landing in the lost city of Atlantis, deep under the sea. There they discover that the inhabitants, led by the power-hungry Professor Zaroff, plan to raise the city to the surface using a stolen volcanic energy source. The Doctor attempts to warn the Atlanteans of the danger they are in, but is taken captive by Zaroff's guards.
Meanwhile, Polly and Jamie are taken to the temple of the goddess Amdo, where they meet the high priestess, who reveals that the Atlanteans have been living in fear of the wrath of Amdo, who they believe will punish them if they do not perform human sacrifices. The Doctor manages to escape and meets up with Ben and a group of rebels, who plan to stop Zaroff by cutting off the flow of the energy source.
The rebels' plan is successful, but Zaroff is determined to carry out his plan to raise Atlantis. He reveals his true madness and desire for power, which leads to a chaotic showdown in the underwater city. The Doctor must use all his wit to stop Zaroff's plan before it is too late, while also trying to save the Atlanteans from their own misguided beliefs.
