During his campaign, Aruto is approached by the mysterious and powerful businessman Gai Amatsu, who introduces himself as the CEO of ZAIA Enterprise Japan. Gai professes admiration for Aruto’s work and offers him a deal to become the Vice President of ZAIA, but Aruto declines, stating that his goal is to bring a smile to people's faces through his position at Hiden Intelligence. Meanwhile, MetsubouJinrai.net continues to wreak havoc, targeting a popular musician and setting their sights on the International Sound and Music Festival.
As the situation escalates, Aruto decides to use his new position as mayoral candidate to bring HumaGear rights to light, hoping that his position as Kamen Rider will convince the public that robots should have equal rights. In order to do this, he challenges Gai to a debate on the issue in front of the entire city.
