Gibbs is deeply moved by the case, especially since he has an intimate connection with both the deceased Japanese woman and her husband. The majority of the episode is spent investigating the mysterious death along with the local authorities, and in doing so, realizing how difficult the cultural differences can be when solving a decades-old case.

The episode does an excellent job of juxtaposing the U.S. Military's behavior in Okinawa during the 1950s and the current circumstances that besiege the U.S. forces on the island today. Gibbs and his team work to unravel a complicated investigation. They encounter much resistance from the locals in Okinawa who refuse to cooperate with their investigation due to the fragmented relationship between the U.S. military and the people of Okinawa.

Throughout the episode, we learn more about Gibbs' background in the military and the historical events that shaped his character. The storyline of Call of Silence harkens back to the experiences of the men and women of World War II who were forced to fight in foreign lands while trying to understand and respect their customs and traditions.

One of the most touching moments of the episode comes when Gibbs visits a local monastery and is given an unexpected surprise. The scene is filled with emotion as Gibbs learns some truth about a situation that he thought he had resolved years ago.

The episode was masterfully written, with each actor delivering a compelling performance. As a fan of NCIS, I particularly find this episode poignant in its portrayal of the value of loyalty and the profound impact of war on the lives of the people involved. The show successfully manages to connect the dots between the past and present while exploring the implications of human emotions that are commonplace in wartime.

In conclusion, Season 2 Episode 7 of NCIS is a terrific example of how the show works to showcase the resilience of people who are fighting for their country against all odds while trying to respect the true meaning of justice.
