Gibbs and his team are dispatched to the city of Paris in France to investigate the murder of a commander in the US Navy, who was found dead in his hotel room. Accompanied by two French police officers, the team quickly discovers that the victim's traveling companion is missing and appears to be on the run. While searching for the man, they encounter a seemingly friendly American woman who runs a bed and breakfast and offers to assist them in their investigation.
As the investigation progresses, the team's attention is divided between locating the missing man and uncovering a terrorist threat involving biological weapons. While Tony and Ziva follow up on leads from the hotel and investigate the victim's relations with a beautiful French woman, Gibbs and McGee try to track down the missing man, who they suspect may be involved in the terrorist plot. As the team races against time to prevent an imminent attack, Tony and Ziva's undercover work takes them to a high-end fashion show in order to track down leads.
As the chase for the missing man continues, the team is increasingly concerned that time is running out.
