Flesh and Blood is the seventeenth episode of the third season of the American political thriller television series Scandal, which aired on April 10, 2014 on ABC. The episode was directed by Tom Verica and written by Matt Byrne.

The episode begins with Olivia and Fitz discussing his possible presidential candidacy. Meanwhile, Rowan blackmails Jake into working for him again, threatening to kill Jake's ex-wife if he doesn't comply. Quinn and Huck visit Olivia's former hacker ally, who reveals that Rowan's secret organization, B613, has gathered information on everyone in Washington D.C., including Fitz, Olivia and Cyrus.

Abby receives a shocking call from her abusive ex-husband, who threatens to leak nude photos of her if she doesn't help him get out of jail. Harrison enlists the help of a former colleague to dig up dirt on Rowan, hoping to expose him and take B613 down.

Olivia meets with Sally, who confesses to killing her husband but refuses to turn herself in. Olivia tries to persuade her to come forward, but to no avail. Meanwhile, Mellie makes a public appearance and receives a warm reception from the audience, causing Fitz to worry that she may have aspirations for the presidency.

Jake reaches out to Olivia and tells her that he has been working for Rowan again, but wants out. She tells him to meet her at her office, but when he arrives, he finds Quinn and Huck waiting for him. They torture him to get information on Rowan's whereabouts, but he refuses to divulge anything.

As Abby's ex-husband's deadline approaches, Olivia devises a plan to take him down. She enlists the help of David Rosen to file a restraining order against him, and then has Huck hack into his computer to delete the nude photos. Abby is grateful for Olivia's help, and agrees to stay on as her chief of staff.

Harrison's colleague discovers that Rowan was involved in a plane crash that killed over 300 people, and tries to warn him that the information will be made public. Harrison meets with the colleague in a park, but before he can get the information, he is shot and killed by an unknown assailant. Harrison's death sends shockwaves through the team, and they vow to find the person responsible and bring them to justice.

In the final scene, Rowan is revealed to be behind the murder, as he calmly walks away from the scene of the crime.
