Cory and Topanga are back in school, and things aren't going well between them. In the last episode, Cory told Topanga he loved her, but she didn't reciprocate the sentiment. Cory is left confused and hurt by her response, and he's not sure how to act around her anymore. Meanwhile, Eric and Jack are still trying to get along as roommates and Shawn is dealing with some family drama, but at the heart of the episode is Cory and Topanga's situation.

The episode opens with Cory trying to talk to Topanga in the hallway, but she's not interested in hearing what he has to say. He keeps pushing, trying to explain himself and tell her how he feels, but she isn't having it. Finally, she storms off and Cory is left standing alone, feeling hurt and frustrated. He confides in Shawn, who is sympathetic but doesn't really have any advice to offer.

As the day goes on, Cory tries to avoid Topanga but keeps running into her. They have a few awkward interactions, but nothing gets resolved. Topanga seems distant and aloof, and Cory is desperate for some kind of connection with her. He decides to write her a letter, hoping that he can express himself better in writing than he can in person. He pours his heart out on the page, explaining how much he cares about her and how confused he is by her response.

When he gives her the letter, Topanga seems surprised but doesn't read it right away. She thanks him and walks away, leaving Cory once again feeling rejected. Meanwhile, Eric and Jack are having a fight over a girl, and Shawn is dealing with his dad's alcoholism. These subplots provide some comic relief and emotional depth to the episode, but the focus remains on Cory and Topanga.

As the day draws to a close, Cory is feeling pretty low. He figures he's blown it with Topanga and doesn't know how to fix things. He sees her packing up her things to leave for the day and decides to make one last attempt to talk to her. This time, he's more honest and vulnerable than before, admitting that he's scared and confused and doesn't know how to be around her anymore. Topanga finally opens up to him, explaining that she didn't say "I love you" back because she's still trying to figure out her feelings for him. She says she cares about him a lot, but she's not sure if she's ready to say she loves him too.

Cory is relieved just to have some clarity, and the two of them hug it out. The episode ends with them walking off together, still unsure of what the future holds but feeling a little more connected than they did at the beginning.

Overall, "What I Meant To Say" is a solid episode of Boy Meets World that explores some of the show's core themes: love, friendship, and growing up. The writing is sharp and the performances are strong, particularly from Ben Savage as Cory and Danielle Fishel as Topanga. The episode strikes a nice balance between humor and drama, and it ultimately leaves the audience feeling satisfied and hopeful.
