Hurricane Melissa's outer bands have begun lashing Jamaica with winds up to 175 miles per hour and sheets of heavy rain. The Category 5 storm is moving at a sluggish 3 miles per hour and is expected to drop more than 30 inches of rain on the island. Jason Allen reports from Kingston, Jamaica. The U.S. Department of Agriculture has posted a notice on its website saying federal food aid will not go out on Nov. 1, raising the stakes for families nationwide as the government shutdown drags on.
