The Doctor and his companion, Clara, land on an uninhabited island and discover an underwater base that belongs to a group of human scientists. They soon learn that the base is in close proximity to the home of the Sea Devils, an ancient race of amphibious creatures who have been awakened by the research team's drilling. The Sea Devils are angry and they're taking their frustrations out on the humans, attacking the base and threatening to destroy the world above if they don't stop their activities.
With tensions rising between the humans and the Sea Devils, the Doctor realizes he must act quickly to prevent a catastrophic war between the two species. He and Clara quickly team up with the military to try and broker a peaceful solution. However, the situation quickly grows more complicated when the Master - the Doctor's oldest and most dangerous enemy - reappears, with a sinister plan of his own involving the Sea Devils.
As the stakes get higher and higher, the Doctor and his allies must find a way to stop the Master and prevent the Sea Devils from causing destruction on a global scale. Along the way, they'll face off against the Sea Devils themselves in intense battles both on land and underwater. And with the fate of the world in their hands, they'll have to make some tough choices and sacrifices in order to save everyone they care about.
