Two alchemists, Edward and Alphonse Elric, find themselves in the village of Aquroya, where a string of jewelry thefts has been occurring. Upon investigating the situation, they meet a young girl named Paninya who sells automail limbs, the metal prosthetics that many characters in the series use to replace lost limbs. Despite her tough exterior and smoky demeanor, Paninya is revealed to have a soft spot for children and a deep love for her brother.

Meanwhile, the police chief of Aquroya hires a famed detective named Barker to catch the thief. Barker quickly concludes that the thief is none other than the infamous Phantom Thief, a legendary and mysterious criminal who has been on the run for years. With the help of his assistant, Douglas, Barker sets out to catch the Phantom Thief and restore justice to Aquroya.

As Edward and Alphonse continue to investigate, they discover that Paninya is actually the Phantom Thief. Despite their initial shock, they vow to keep her secret and help her in any way they can. However, things become more complicated when Barker and Douglas start closing in on the Phantom Thief's trail.

As tensions rise, the Elric brothers and Paninya work to stop Barker and Douglas from capturing Paninya while also uncovering the truth behind her motivations for the thefts. Along the way, they must confront the dark and twisted truths of the city's corrupt underbelly and navigate the complex politics of the town's power players.

In the end, the truth of the Phantom Thief's identity is revealed to the world, and Barker and Douglas are left to question their own place in the grand scheme of things. And though their time in Aquroya may be over, Edward and Alphonse are left to ponder the true meaning of justice and the lengths that people will go to in order to achieve it.
