Detectives Briscoe and Curtis are called to investigate a fatal hit and run accident on a New York City street. The victim is identified as a well-liked young woman named Janey Speer who was on her way home from an evening with friends. At first glance, it appears the car that hit her was traveling at a high rate of speed and could not have stopped in time. However, upon closer inspection, the detectives find evidence that the driver intentionally hit Janey.

The investigation leads them to a group of young men who were out joyriding in a stolen car. One of the men, Nick, admits to driving the car but claims that he didn't mean to hit Janey. He explains that they were just trying to scare her as a prank and that he lost control of the car. The detectives are skeptical of his story but have no tangible evidence that he intentionally hit Janey.

As the investigation continues, the detectives learn that Janey had a history with some of the men in the group.
