Ep 4. Penance

In Arrow season 5 episode 4, titled "Penance," Oliver faces a tough decision as he struggles to balance his role as the Green Arrow with his duties as the newly appointed mayor of Star City. With tension mounting between Green Arrow and the SCPD, Oliver decides to make a risky move by turning himself in to the police and taking responsibility for all of his vigilante actions.

Meanwhile, Diggle is still on the run and struggling with his guilt over killing his own brother. In an effort to redeem himself and clear his conscience, he enlists the help of Lyla and Thea to break into a high-security military prison and free a dangerous criminal who may have valuable information about a mysterious artifact known as the "Rubicon."
