Upon receiving a cryptic message from an unfamiliar source, Ryan Wilder (Javicia Leslie) sets out to investigate a strange occurrence at a nearby amusement park. Meanwhile, the inhabitants of Gotham City are becoming increasingly restless and unruly, and the Crows are struggling to maintain order in the face of a mounting threat.
